Customers VPN is showing it is in the United States but have an Australian shipping address

Can anyone explain why a customers IP would be showing as in the United States and 13,000 kilometres away from their shipping address?  Is this because of a private VPN or another issue?  The issue has flagged some of them (who one of which is a friend of ours) as a potential fraud flag.
