Discount on MOQ

Hi, 

I am trying to setup a discount code for 60% off when spending MOQ of $200. 
i have set this code, however it is allowing orders to process if the pre discount MOQ is $200 and not the post MOQ. 
for example, I had an order for $215.55 before discount. With discount = $96.22. I want the code to apply to $200 AFTER the discount and not let orders through below $200
