Draft Order Checkout

Hello, 

We have certain items that we only sell wholesale. We need a way to mark these items so that when a customer has one or more in their cart, when they checkout it creates a draft order instead of a regular order (eg the customer does not need to enter payment information). 

Is there an app or some built-in functionality to accomplish this?
