During checkout, Canada is not available.

I have Canada in it's own Market and that market is Active. 

Shipping Zones shows Canada, services are assigned and there are no errors.

Why doesn't Canada show up as an option when someone checks out?  It only lists the states.

I finally figured it out.  I was going to the bottom of checkout to look for the country and did not realize it was at the very top of the Shipping Address.

Still learning.
