Feature Request: Discount Code MAXIMUM items

Hi,

I run a clothing store called EverlastingGodKings.com. Due to my cost/profit ratio, I would like to offer free shipping on all orders for a single t-shirt, since that would be a huge draw. Once people order more than 1 shirt though, it becomes unprofitable for me to continue to offer free shipping. For that reason, I want to set a maximum product order amount for an automatic discount code to be applied.

For example: 1 t-shirt, free shipping

                      2+ t-shirts, no free shipping.

Is this possible someway, somehow??
