Fraudulent Orders - A way to counter and not incur Fees?

Just curious if anyone has a solution to avoid getting those pesky Shopify Fees for every Cancelled Fraudulent order we receive.    As time goes by, we continue to see higher and higher amounts of these and Shopify charges about $2/transaction even though these are labelled and cancelled as Fraudulent.

We are tired of paying these fees monthly and curious what others do to counter this?   i read a post of a man that does not run the charge, but this cannot be done on our site as to complete the sale, the card must be run.     Can this be changed in Shopify where it just collects all the info but does not run the charge thru CC processor?    We could then XCL the order without incurring any fees but it adds a step for all our Valid CC charges...

Curious what others do to combat this.
