Free Shipping Code for Only Certain States

I am looking to set up a free shipping code that is only eligible in certain states and does not work if the customer tries to ship to an excluded state. 

I've tried segmenting customers in a certain state but if a user has the coupon code it works no matter what the shipping address.

Does anyone have any advice to set this up?
