Get a quote and add a payment method

Hello, can anyone help me with my problem.

So we have an upcoming website and I want to customize the payment method depending on their location. The location is "Metro Manila", which we offer free shipping, but for outside "Metro Manila", I want them to receive a quotation from my website. Would I know if that is possible?
