HELP!!! I need to create custom shipping rates

Tshirts - cost to ship the first shirt is $6.95 then any additional shirt added to the first shirt is $4 per additional shirt

Hoodies: $ 11.95 for the first hoodie. And also $4 for each additional hoodie (same as a 2nd shirt)If they order for a hoodie AND a shirt:  that would be the higher shipping (the hoodie at $11.95 PLUS… $4 for shipping the extra shirt

How do I do this?
