Help shipping using calculated and weight based

Hi,

Our page www.starmapscanada.com sells star map posters as well as the buyer has the option to add a frame to it.  Our current setup is as followed:

We offer Free pickup in our local area, in Brampton, Ontario, Canada.  Buyers have the option of driving to come and pick it up

The buyer can also pay flat fee shipping within Ontario with the option of expedited or standard.

The rest of Canada we are using calculated based shipping using Canada Post.

What I would like to add to this setup is the following:

If a buyer purchases a Star Map poster only (no frame) within Canada free shipping. We would like to make it free shipping.  I have tried adding weight to each of the product and adding a condition to the free shipping if buying without frame but it doesnt pickup when checking out.

I am not sure how to achieve this without messing up our current setup.   Any advice is greatly appreciated.
