Hide International shipping zone on website

We are looking for a solution to shipping international on a case by case basis. Is there a way to hide international shipping options on our site and still be able to create custom orders that show the shipping rate in the invoice? Currently, if I enable certain countries, they show up during checkout, but since now products are assigned, customers from those countries cannot place an order. This also happens if I email an invoice to the customer. I'd like to be able to hide those options from public view, but have them allowed on emailed invoices.
