How can I add a mandatory comment field to a product before checkout?

Is there a way to add a required comment field to a product before adding to cart and checking out? Also, can you only allow checkout if that comment is entered?

you can use any app like infinite option, bold product options which will enable a input or text area box on product page which will be mandatory to fill, before adding product in cart.

you can also go for custom code option to enable this feature on the page.
