How can I adjust pricing based on customer location?

Good day lads!! 

I am searching for an option to change pricing depending on the country people are entering 

My store is Based in German (due to the Euro option and payments option - PayPal or Card) - but I am selling to Bosnia and the Balkan region mostly with the current prices on my store 

For GERMANY and AUSTRIA markets, I need prices to go UP and also for them to checkout only with 30 products instead of the 90 i have in my store!!! 

Need help please!

Basically yes, price changes due to peoples location, and also they are ONLY able to check out 30 products instead of 90 that is existing on the store

Yes, within 90 products, only 30 is possible for German market, others are available for everyone else. Prices should be higher for 30 of them presented in German market, but current prices stay same for others.

Have you tried setting up shipping profiles to segregate your products? 
If you are open to using apps, then it is achievable with the PH MultiCarrier Shipping Label app. 

The app allows you to set shipping zones & configure shipping conditions based on product category (shipping class/profiles). For your scenario you need to create:

Shipping Class/Profile: 30 products

Shipping Zone: Austria, Germany

Since you want the shipping price to go up, you can set flat rates
