How can I bulk ship the same item to over 400 customers?

We have a customer that ships to clients multiple times a year.  This time we are up over 400 ++ 

The items being shipped are all the same size and weight.  Is there a work around to ship these in bulk instead of creating an individual order for each client separate shipment?
