How can I charge separate shipping costs for multiple items in one order?

I sell flags- each flag needs to have shipping charged. So if a customer orders two flags- dependent on the type they are.. its $25,$35 or $50 in shipping cost.

I have made shipping based on weight.. like 18-19lbs and made the product 18 lbs

it just says it cant be shipped to this address, check the address

if I create a profile and add the product to that profile.. it works just fine, but it only charges shipping one time- no matter how many products are in the cart.. helppp- I have a headache
