How can I configure my store for local delivery only?

Hello, I am having trouble setting up my shopify  store for which I want the products to only be available for local delivery. I have tried removing shipping rates and adding a local delivery shop location, however, when I go to my site and checkout on the information page it only requires contact and billing address and the checkout goes through regardless of location. 

I would like to setup my shop to require all customers to enter in their address and then either a.) If they are in the local delivery zone allow them to finish their checkout or b.) Not allow them to continue finish checkout because address is not in delivery range.

I'm not entirely sure how to set this up in Shopify, but feel free to take a look at our app Zapiet - Pickup + Delivery, which allows you to set up store pickup, local delivery, and shipping. 
 

The app works through a widget located on the cart page and you can select which of the three checkout methods you wish to use. Within the app, you can set product availability so that all of your products are only available for local delivery.

With delivery validation in place, only the customers within your delivery zone will be able to proceed to checkout.
