How can I configure shipping options based on product price and weight?

Not sure how to setup my shipping to accurately reflect what we do. Currently we offer 1 price for shipping under a certain weight. Anything above that weight goes to  different shipping at a secondary price. However, we also add tracking to our shipping for any orders above $20. How could we add options to shipping to reflect this? I do not see a way to categorize shipping based off of both price of the product as well as the weight of the product, and no tracking option to select at the same time.

This is not directly possible in Shopify and seems like a custom requirement. In Shopify, you can only set up rates based on weight and order price. I'm not sure if there are any apps available for this requirement.
