How can I create a discount code with free shipping for specific carts?

does anyone know how to set up a discount code link that also includes free shipping. I want to be able to use the discount code link in an email out to a list of abandoned carts but when I’ve tried to create the discount code and combine it with a free shipping discount I’ve noticed that the free shipping is applied across my whole website for any add to carts which is not what I’m after

is this possible?
