How can I efficiently set up shipping for my drop shipping business?

Hello,

I have so many questions. I decided to go with a drop shipping business and I am having a lot of trouble. I have my web site set up. My main issues are with setting up shipping. Orders being placed keep getting declined. I don't know what I am doing wrong. Can anyone give advice on how to set up shipping?  Any information would be very much appreciated.
