How can I enable international shipping in my online store?

I can't seem to turn on international shipping on my store > <

I've already set up rate under 'rest of the world' but anywhere outside of Australia does not even show up in my store's checkout. Sorry if this is a really simple step > _< but if anyone could tell me how to do this it would really help!
