How can I fix payment and shipping issues in the Caribbean?

I am new to this and needs help in the payment and shipping dept. I am located in the Caribbean, and I cannot seem to get the payment by visa option only PayPal, then when I tested the shipping it is saying I cannot ship item for some reason, the store have been active for months persons claim to assist take payment and no issue has been resolved. HELP PLEASE.
