Accepting credit cards, warehouses, and shipping and fulfilling orders
I wanted to know if there was a way to flag people who have posted a chargeback against your company and won. I, personally, do not want to do business with a credit card with them again. Kind of like alerting you to a bad credit card. Is there a way in shopify to do this? If that credit card comes through again, I would like that person to pay cash because of the chargeback. You can tag that customer, then set up an alert when an order comes in for that customer - you can do that with Order Automator (you can also auto cancel the order if you wanted). Or if you check your orders before fulfilling them you could just monitor and cancel the order for that customer manually.
The only way I know of to identify the customer before purchase is if they're logged in. Then you can disable add to cart button / checkout button for that customer.
In either case, unfortunately these type of scammers can just switch email addresses and perform the scam again.
The app I mentioned has a feature called Fraud Guard (that's in the free version) that you can use to automatically get notified on high / medium risk orders, or auto cancel those orders. That will help at least prevent some chargebacks. Sorry you have to deal with that, chargebacks are a major pain and unfair that the credit card companies almost always side with the scammers instead of your business.

What you need to do is create a blacklist so that previous bad-actors isn't able to comeback to your site and make a repeat purchase. A bad-actor will not bother paying you cash or anything at all that comes from their own expense. The most simple solution (free), Fraud filter works great for this, but it does not prevent bad-actors from creating a new account using a new email address.
For more sophisticated systems that will detect even bad-actors from creating new accounts, you will have to opt for building your own system or paying for one which would offer a dynamic BL, which our app, Beacon provides.
Not directly, no. But you could use a plugin like IPQS to flag the high risk transactions (i.e. orders from those who are frequently engaged in chargeback fraud) and you could then avoid those orders.
