How can I fulfill and add tracking details to a partially refunded order?

I partially refunded a customer as they had forgotten to apply a discount code. I am now unable to fulfill the order and add tracking details. How can I do this now?

Ae you able to share a screenshot of the order page you are looking at? You may need to create a new order and discount it 100% and mark it as paid to be able to fulfill and ship the product but let me double check that screenshot to make sure.
