How can I improve payment attempts on my ecommerce site?

I read from one of the community posts that Shopify freezes your store after the 8th failed payment attempt, so my question is, what could possibly be the reason for Shopify to continue attempting after the 8th failed attempt, if that is the limit? Because I am confronted with predicament. 

For context, I want to deactivate the store because I simply can’t afford it, however, I can’t because of the outstanding bill ( which I can’t afford) Furthermore, Shopify is still attempting at a payment after the 8th attempt.
