How can I invoice a customer if PayPal won't receive payments?

If someone does not make payments, how can i invoice them to make payments but my PayPal does not want to receive payments and i already fulfilled the order with out knowing.

If you're not able to on your existing order you could try creating a draft order, you can trigger an invoice that way: https://help.shopify.com/en/manual/orders/create-orders
