Hey, @Hardedeji! Welcome to Shopify Community!

I'd love to help you with this concern about billing. When your credit card is declined or doesn't work as expected, there are several potential causes behind it. While your bank or credit card company can pinpoint the cause as mentioned in the error message you encountered, it's worth reviewing the requirements of this payment method as you may quickly find your answer there. The requirements for paying your Shopify invoices with PayPal are as follows:

  • If you use a credit card in your PayPal account to pay for your Shopify billing, the credit card must have international recurring billing capabilities. Local credit cards that require transactions in your local currency will be declined.
    • If your credit card doesn't have international recurring billing capabilities, you can use a connected bank account instead (if available) or top up your PayPal wallet.
  • In order to pay with the PayPal wallet balance, the PayPal account must be fully verified.
  • If you're based in Canada, your billing must be set to USD.
  • If you're based in China, your PayPal account must be a Chinese Cross Border Merchant account. Domestic accounts will not work.

Please ensure you meet the requirements in order for you to successfully pay for your billing with PayPal. If you find that you are compliant but you are still unable to use PayPal, you can contact them for a more specific explanation on the error. They may suggest you contact your credit card company as it is advised in the error message, however, they can also assist you with connecting a different credit card. Feel free to contact PayPal through this page.

If you're still unable to use PayPal, you can consider using alternative payment methods. To learn more about billing, you can refer to our Billing FAQ.

Once you're able to sort out your payment method, feel free to use this guide to set up your store, and let us know if you need help with it!
