How can I modify local pickup rates and product eligibility on Shopify?

Hi,

I wanna ask we have several self-pickup points from third-parties vendor offer us a local pickup service for our customers, we still need to charge a rate if customers don't fulfill certain purchase amount. However, the Shopify local pickup setting just offer FREE of charge for any conditions.

1/ How can I edit the rate with conditions just like shipping rate?

2/ How can I eliminate some of products which cannot have a local pickup? If customers select those product, they can't select local pickup service.
