How can I offer cheaper shipping options on my online store?

my shop is located in maryland. To priority mail 2 day shipping to CA it adds $23 to the order.... Any way to get the price down on shipping without screwing myself in flat rates? Other 3-5 day UPS shipping is a few $ cheaper but won't set up on my site. It says its on but when I test orders it only lets me chose 1 shipping plan??? The 2nd most expensive one

does this have something to do with my shipping address? I want to give them cheaper options and allow them to choose to wait longer just it won't work at all please help
