How can I offer free shipping after a certain spend on my site?

Hello,

I wanted to offer my clients free shipping after $x amount spent on our site and to also have other shipping options available at quicker delivery rates showing along side the free shipping option. The free shipping will be the most economical option there is for that choice. How can I set this up?
