How can I offer free shipping based on order value overriding weight?

I have custom shipping rates based on weight but I also want to offer free shipping based on order value. My shipping prices are based on 0-1 kg and 1-2kg and 2kg above. How do I offer free shipping based on price that overrides weight based?

Ensure to use the same name for both the weight-based shipping rate and the order value-based free shipping.

Also, make sure to have only a single profile; otherwise, the shipping rates will be combined.
