How can I offer local pickup discounts on my vintage clothing site?

Hi All,

I am very new to Shopify (and selling in general) and have kinda sorta rushed my shop I'm trying to get out. We are college students selling vintage clothing. Living in college towns, we're expecting a bit of our orders to come from either local pickup or local delivery. 

First question: We've included our estimated shipping prices in our product prices. Do we receive the money the customers pay for shipping? -Should we not have shipping built in to the prices?

Second question: If we were to keep shipping built in to our prices, is there a way other than a discount code that customers can get a certain amount off of a product for local pickup or delivery?

Still haven't figured out a workaround for this.. any help would be greatly appreciated.
