How can I replace the 'Add to Cart' button with a 'Contact Us' button?

Hello!

So I have a problem where I cannot put one average delivery price for some of the products that can only be delivered by palettes to Europe, because the price varies very much by city and country.

So I have thought of an idea that for the European countries, I would like to remove the add to cart button for these products on the product page or replace it with a contact us button or something similar.

So when they want to buy the product they just have to contact us and we will provide them with an invoice for the delivery and product.

Now I don't know how could I realize this idea. What do I need to do to remove the add to cart button or how can I replace the button with a Contact Us button? (and do it only for the European countries)

Could someone help me realize this?
