How can I set a custom 20% shipping fee based on total order cost?

I am looking to charge a "shipping fee" that is 20% of the total order cost.  Im fine with adding it as a line item and making the shipping section free or if there is a way to have it calculate 20% of order total to be the shipping cost that would be awesome too. Is there a way to to do this?

But there are so many price variations. For example, customer A has an order total of $50. I want their Shipping to be $10 (20% of $50) Customer B has an order total of $48.50 their shipping rate would be $9.68. Basically, we are making up a shipping cost per customer, 20% of their unique order total is what we want to charge them for shipping. Is that even possible to have it auto-apply either as a line item or the true shipping fee?

You will require an app in that case. Another option is to adjust the shipping price in the product and offer free shipping

You would need to use an app like ShipMagic to setup shipping rates based on order total's percentage.
