How can I set up a freight quote requirement before checkout?

Is there anyone that knows how to set up a shipping option for freight products where the buyer must receive a freight quote before being able to check out and purchase the item. 

Please note:

The reason I ask this question is because our supplier has multiple locations they could ship from and product location may very. so its not as easy as setting up a calculator with a ship from. My suppliers ship from can very from day to day.

I understand this is old thread. I had client for whom we did custom app development. We had mapping of product and availability in location. So when customer go to checkout and we receive rate requet. We check products and find out nearest warehouse having quantity, and provide best possible rate.
