How can I set up local delivery for specific product collections only?

We supply school uniform and currently offer local pickup and shipping however, we provide free to school delivery for a handful of schools within our immediate proximity.

Our workaround has been to provide a discount code which removes the shipping charge and identifies the need to deliver to the school although as we have found, anyone can use this code to remove the shipping as it applies to all products!

What we would like to do is set up local delivery for those specific collections. Is there an app or a way to setup local delivery for specific collections only? Some products in those collections are available site wide but we only want the option for local delivery on those products within the specified collection.
