How can I set up regional fulfillment for Canada and USA orders?

Hello! New seller here, setting up my shipping and need advice on:

I am a Canada based store setting up to fulfill orders from both a Canada and USA warehouse, depending on where order is going. I have input the two fulfillment addresses. How do I configure so that an Order to be shipped within Canada comes to my Canada location and order for shipping to USA is fulfilled from USA warehouse?

2 warehouse addresses means 2 fulfillment companies or one company has 2 warehouses located in USA and USA, then the fulfillment work should be based on countries generally, USA warehouse fulfill orders in USA, Canada warehouse fulfill orders in Canada, once you setup the rule, there should be no conflict unless one warehouse out of stock for urgent orders.
