Accepting credit cards, warehouses, and shipping and fulfilling orders
I am trying to verify myself with my I.D however I don't have a utilities bill that i can use to verify my address. I do however have a letter written from the council stating my address with my full name and details that i have tried to submit but it being rejected. I am living in Britain and not sure what i can do, any help would be greatly appreciated.

If you've submitted one of the above and it hasn't been accepted, I recommend you get in touch with our live support team. I'm unable to provide account-specific support through the Community Forums so I wouldn't be able to look into why your submissions aren't being accepted, but if you contact us through the Help Center we can definitely help you out. When it comes to reaching out to our live Support line, I'll provide some steps here to make it easier.
You'll then be connected with a Support Advisor who can look into this for you and touch base with our Shopify Payments team if clarification is needed.

Thank you that's a big help, I am still in the process of setting this store up the only thing holding me back is this issue with the address verification. The letter i have should come under government issued letter so im not sure why it was rejected i will look into it, thank you for your help!
