How can we create the City drop-down menu on the payment page without a Plus membership?

Hello, we use the shopify advanced package. We would like to change some areas in the payment page area. For example; We want the province and district fields in the address section to appear as a drop-down menu and to have fields where we can enter the tax office and tax number.
