How can we have multiple fulfillment service providers against the same product?

I am building an Fulfillment Service App for a warehouse that ships orders for it's customers, which creates an "App Location". We will be fulfilling their Australian orders.

Now one of our customers has another Fulfillment Service App already installed for their US orders, and have set all of their products up to have their US Fulfillment Service set as the value for "Inventory will be stocked at".

How can we have multiple fulfillment service partners setup for the same SKU code?

There is the "Multiple Locations" dropdown value, but that doesn't list App Locations.

Does Shopify only support single Fulfillment Services at the product level?

Is it not possible to have a different partner for USA orders and another for AUS orders?
