How can we manually review gift card orders before approval?

We've had a number of issues with fraudulent gift card purchases and have since had to remove them from our site, but we'd like to get them back up! Is there a way a customer can place a gift card order and we manually review it before accepting it? We're thinking any time a customer purchases a gift card over $X and/or attempts multiple purchases within X hours.

I know you can set orders to manual accept payment. Im not sure you can do it only for some order or not though.
