How do dual location shipping rates and weights work?

Hey all, 

This is probably very basic stuff, yet I'm a bit unsure what happens with dual location shipping rates.

I've read this doc, but I'm finding it a little hard to digest, what I would like to understand is how weight-based shipping rates work from two locations - do they add up separately from each location?
