How do I set up global 5% sales tax for a Canada-based business?

Hello, we have a business based in Canada, I want to collect 5% tax on every sales anywhere in the world, how can I do that?

I added 5% for Canada manually and also added 5% for Rest of world

but Tax is showing only for Canada, not working for another country

I have also confusion with these option below, which one should I enable to show tax in checkout
