I was wondering, how exactly is the process to use the DHL "discount" for people with Shopify accounts. What is the actual process?
How do I redeem the discount?

It sounds like you're wanting to take advantage of Shopify Shipping! Available to merchants in the United States, Canada, and Australia, Shopify Shipping allows merchants to purchase and print shipping labels at discounted rates. These rates are automatically discounted based on the plan you're on, so no need to worry — there's no action required for you to redeem the discount.
Your discount rate is generally determined by the plan you are on. However, the DHL discount rate is the same across all Shopify plans; currently, the maximum discount available with DHL is 78.9%. We actually have a chart that outlines the discounts available on each Shopify plan here. Aside from DHL, this chart also includes rates from other carriers, like UPS, USPS, Canada Post, and Sendle.
I should mention that DHL labels can only be purchased by merchants who are shipping within the continental United States. If you aren't located in the United States, then you can still take advantage of discounted shipping rates, however, you'll just need to use a third-party app in order to do so. Some popular shipping apps include Easyship, Shippo, and OrderCup. All of these apps integrate with a number of international shipping carriers and also offer discounted rates, much like Shopify Shipping.
Keep in mind that in order to use a third-party shipping app, you must have the Carrier Calculated Shipping feature enabled. While this feature is included with the Advanced plan, it's free if you switch to an annual billing cycle, or you can also choose to add it to any plan for an additional $20 USD per month.
If you're not in the United States and would like to take advantage of one of these apps, I'd be happy to help you activate Carrier Calculated Shipping! Just let me know which method you'd prefer.

Is there anyway to test what a sample rate for DHL International Shipping would be? I'm interested in sending to Europe from the continental US but want to figure out out if it's worth it for my customers before I offer it on my site.

You can use the Shopify Shipping Calculator to calculate your shipping costs with DHL. This is an excellent way to get sample shipping rates.
There, you can choose your Shopify plan (the higher the plan tier, the better the shipping discount) and enter the ZIP code you're shipping from, along with the country you're shipping to. You'll also notice a section where you can select your package type, size, and weight. With this information entered, you'll then see a list of example rates and the estimated delivery time associated with each one.
