How do we set up 2 conditions for 1 Shipping Rate - Australia

We want to create a Shipping Rate with 2 conditions: Free shipping for orders over $70 but up to a 4kg limit (total weight)

If the total weight is greater than 4kg then normal Shipping Rates apply.

We currently have customers buying multiple/heavy products and receiving the benefit of Free Shipping over $70 as this is the only condition I can apply in Shopify. We want to limit this up to 4kg. 

How can we do this?

Unfortunately, this is limitation with Shopify, as you can only add one condition type or the other (weigh-based or price-based).

If you're open to using a third-party solution, Intuitive Shipping lets you set up Scenarios with multiple conditions that must all be met in order for a shipping method to be activated. For your requirement, the setup can be further simplified. You add either the max weight or min cart total condition to the Scenario, then, in your Australia shipping method, you could set a free shipping trigger -- again, based on either max weight or min cart amount.

May I know which carrier you are using? 

However as @Ron-Anderson mentioned, you can do the same using the Shopify Multi Carrier Shipping Label app. It integrates with top carriers like Australia Post, Sendle, FedEx, DHL and many more.
