How to add free shipping condition for APO/FPO Addresses?

We are looking to have free shipping available for military bases and locations. As the overseas locations use either APO or FPO, is there a way to add a condition where it makes it easy to add free shipping if they have APO/FPO within their address? Since theres so many location across the world we would rather not put each location in manually but was hoping theres an easier way to make it happen.

You can use apps that can determine APO/FPO addresses based on the delivery address format.  Alternatively, if you have a list of addresses in a spreadsheet, you can upload that for rate rules based on address.
