How to apply multiple purchase shipping rates?

Hi There - we currently charge £6.80 for 1 book to Europe and £10 for 1 book to the USA, however our 3rd party distributor charges us £6.80 for the 1st book and each additional book has a charge of £2 so 2 books charge is £8.80 and for the USA each subsequent book is £5.50 so 2 books is £15.50.

So each time I ship 2 books I lose money as I can only see a way to charge the £6.80 or £10

Is there a way to show and apply the rates for multiple purchases on my shipping information
