I understand that some customers are having difficulties opening their browsers and making payments. Though you can send invoices by creating draft orders, this method will still require them to complete their payments online through a link within the email. Instead, it may be best to look into what may be causing these issues for them.
That being said, if some customers are having trouble opening their browsers, then you may need to help them build their carts using draft orders and sending the invoices. From there, the customers can try to make their payments online using a different browser/device (eg. desktop or mobile device). Nevertheless, if there isn't a way for the customer to make the payments online, then you may need to consider accepting payment by credit card directly from your Shopify admin. To accept payments by credit card through draft orders, you will need to capture your customer's information and credit card in order to process their payments on the back-end.
