How to configure multi-location shipping and pickup options for an online store?

Our setup:

• 1023 products as test case and 24 000 products to follow
• Current subscription is Shopify Advance -> opting to invest in Shopify Plus if the solution for the below can be found
• Use case at first: Online store for internal staff
• We have 8 stores at 8 unique locations and 1 warehouse/head office at a unique location.
• We want the staff to either select a store to collect/pick-up a product at location where product is stocked or to ship the product to head office and not to the user's own address.

Scenarios:

1. User selects singular product -> User can select pick up point at whichever store that product is stocked, or the user can ship the product to the warehouse/head office.
2. User selects multiple products from multiple locations
   1. If one location can fulfil that order then option should be to pick up product from that location or to ship to head office with pre populated uneditable address of the warehouse/head office at checkout page.
   2. If not one of the locations can fulfil the whole order then only option should be shipping to warehouse/head office with pre populated uneditable address of the warehouse/head office at checkout page.
   3. Whenever shipping is available user can only select shipping to warehouse/head office with pre populated uneditable address of the warehouse/head office at checkout page.

Is there a plugin or solution to this ?

Can this be done with Shopify scripts?
