How to discount calculated shipping rate for orders over certain amount?

Hello everyone

Scenario that works perfectly fine without calculated rates where for orders under $100 shipping cost is $12 and for orders over $100 shipping cost is $2 (we discount shipping by $10 for larger orders)

Now comes the problem, in Canada there are TONS of Rural areas to deliver to which carriers charge $25-$35, charging $2 or even $12 to those buyers doesn't make sense so we switched to Carrier Calculated Shipping Rates, BUT now we can't discount shipping for orders over $100 anymore so our major city customers are seeing Fedex and Canada post rates of $12-15 even for larger orders when they should only see $2-5

Shopify support says there is no native way to modify Carrier Calculated rates because those come from the Carrier app and unless the Carrier sets up the rules to discount shipping for $100+ orders there is nothing that can be done.

Question: Does anyone know of an app that offers discounted shipping rates AND allows to set rules like that

Can someone write a script that will read the rates returned by my current carrier calculated rates app and if order is over $100 then discount and display those rates on the checkout page?

Intuitive Shipping can let you make cost adjustments to live carrier rates, so you can mark up, discount or even round shipping costs coming from FedEx, Canada Post and others. You can use our condition system to set up one or more Scenarios. For example, you set up one Scenario with a cart condition for orders under $100 that will activate your parcel service shipping methods (carrier rates) without discount. You can then set up another Scenario with a cart condition for orders over $100 that will activate shipping methods with a discount applied.
