How to limit shipment location per vendor on a florist marketplace?

We are building multivendor florist marketplace on Shopify platform. Our vendors can deliver flower bouquets only in their respective cities. How we can limit shipment location with one city per vendor or product or, maybe, tag? Btw, shipment in every city is free.
